Workforce Development Specialist

THE POSITION
The Hennepin County Information Technology (IT) Department is seeking a Workforce Development Specialist. The individual hired will be responsible for assisting with the research, design, development, pilot and delivery on a wide range of programs and processes that align with the strategic direction of the IT Department. This work will focus in areas such as internal workforce development systems such as employee engagement, remote work, staff mobility, education and learning. The Workforce Development Specialist must align communications, people, processes, resources and systems to ensure effective implementation and delivery of program solutions and will develop sustainable internal programs with metrics, processes and management systems to measure and ensure effectiveness.

Location and hours:
This position is currently being performed remotely due to COVID-19. This position is typically located at the Government Center in downtown Minneapolis at 300 South 6th St, Minneapolis, MN 55487. Work hours are Monday through Friday 8 a.m. to 4:30 p.m. and are flexible.

About the position type:
This is a full-time, benefit earning position. 

In this position, you will:
  • Collaborate with IT leaders to plan and implement internal mobility programs, beginning with the Service Desk career path, then developing additional paths to advance staff skills and prepare for future technology changes.
  • Create and lead effective approaches for efforts around IT workforce culture such as employee engagement in a hybrid environment and virtual employee engagement.
  • Mature leader sponsorship and partner through organizational change management to create highly effective, user-centered, and successful plans for technology initiatives to the enterprise.
  • Develop and maintain an entry pipeline into IT from the residential community through a virtual internship program partnered with the internal mobility and re-skilling programs.
  • Mentor and grow our junior workforce development specialist to increase capacity for additional workforce initiatives. 
Need to have:
  • One of the following:
  • Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and four years or more of experience in general administrative work relating to the management of departmental/organizational operations, or the training and development of a workforce.
  • Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations, or the training and development of a workforce.
Nice to have:
  • Experience:
  • Developing training materials including analyzing, planning, developing, marketing and executing training curriculum.
  • With workforce development.
  • With organizational change management.
  • Knowledge of:
  • Principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Basic hardware and software, including troubleshooting. 
  • Ability to:
  • Keep abreast of emerging technology, adult learning theory, and instructional design. 
  • Seek out and learn new relevant hardware and software technology at the discretion of leadership and based on the technology roadmap. 
  • Understand county's current technology policies and model practices.  
  • Assist with marketing technology training service offerings.
  • Motivate large and small groups of employees through training.
