Human Services Program Manager

THE POSITION
The Housing Stability Area of Hennepin County's Health and Human Services seeks a Human Services Program Manager who will be overseeing three supervisors and teams of Housing Case Managers and Social Workers with the goal of stabilizing at least 1000 single adults experiencing homelessness per year in permanent housing.
Location and hours:
This position is currently being performed remotely due to COVID-19. Work hours are primarily days, Monday through Friday. No weekend, overnight or holiday shifts are required

About the position type:
This is a full-time, benefit-earning position.
 
In this position, you will: 
  • Plan, organize, direct, and evaluate the overall operation of the housing focused case management teams and the Homeless Access team; determine the need for services and program improvements; develop resources and plans to meet such needs; evaluate service/program outcomes.
  • Establish standards for quality of work, select staff, and evaluate employee performance.
  • Provide assistance to three unit supervisors in resolving employee discipline and other supervisory issues.
  • Supervise the preparation of periodic reports and caseload program or service analyses.
  • Cooperate and collaborate with other departments and programs, public and private agencies, community groups, and other organizations.
  
Need to have:
  • One of the following:
  • Seven years or more of supervisory experience in an area related to the position.
  • A bachelor's degree in behavioral/social science, business administration, public administration, public health or a related field and three years or more of supervisory experience in an area related to the position.
  • A master's degree or higher in one of the above fields and two years or more of supervisory experience in an area related to the position.

  • Experience:
  • Working directly with people experiencing homelessness or other vulnerable populations.
  • Establishing and maintaining working relationships and using a collaborative approach to problem solving.
  • Managing and directing work and staff, including demonstrated ability to inspire and motivate others to work toward a shared vision and lead staff through transformational and cultural shifts.
  • Promoting racial equity and addressing disparities within programs and services.
  • Managing large scale operations and programs with oversight from state and federal agencies.
